By this, Singaporean passengers are able to enter Vietnam via sea-port, airport or crossing over landing borders with both tourist and business purpose.
Not only that, any Singapore passport holder who is holding an APEC card is able to stay Vietnam up to 60 days without Vietnam visa for Singaporean passengers legally.
